Zhou was one of 27 Chinese officials taking part in the Fifth Jiangsu Province Mayors Training in Urban Planning and Development, a two-week tour of the United States sponsored by the American Planning Association. The St. Louis stop featured tours of Forest Park and other sites, as well as a presentation by John Hoal, Ph.D. (far right), associate professor of architecture and urban design in the Sam Fox School of Design & Visual Arts, who co-founded the city of St. Louis’ first Urban Design Department in 1990.
